Why we exist
Application desks accumulate habits. A stamp that once made sense stays on the cover sheet long after the reason disappears. A “temporary” transfer becomes the only way a file moves. Resolver Vertex Base was formed in Melbourne to give those desks an outside reading of the path applications actually take.
We treat application analytics as close reading of files and conversations with the people who handle them — not as a distant survey of “process maturity.”
Origin
The practice grew from advisory work with Victorian mutuals and regional councils where membership, permit, and hardship applications kept missing published timeframes. Boards wanted numbers; counter staff wanted someone to notice the week when every file sat with one assessor. Both needs are still what we answer.
How we work
We prefer small samples done thoroughly over large extracts skimmed for averages. A resolution path only becomes visible when you can name who held the file, what they waited on, and what the applicant was told. Our reports stay tied to those observations so recommendations can be tested on the next week’s intake.
People
Engagements are led by practitioners with experience in public administration, member services, and administrative review settings. We bring note-takers and facilitators as needed; clients always know who will be on site and who will write the report.
Values
- Evidence before redesign. We do not propose a new form pack until the current path is drawn.
- Respect for desk craft. Counter and assessment staff usually know the bottlenecks; our job is to make that knowledge legible upstairs.
- Clear limits. We do not decide individual applications or replace legal advice.

Our office is at Level 8, 63 Collins Street, Melbourne VIC 3000. Much of the reading work happens there; observation of counters and mailrooms happens at your premises across Australia by arrangement.
